Decevious Advertising

Ever received a snail mail looking like it's from a governmental source but upon opening it's a solicitation?  Yesterday's was the all time deceptive winner: Purporting to be "nongovernmental" it yet bore a seal with bird and all the paraphernalia of typical government posts.  What's with these people?  do they think they have to trick you to get you to open the envelope?  Apparently.  So then WHY would you WANT to do business with such insulting manipulators?
